This company was founded and operated by Empire Air, dba Capitol Air.

The operation was purchased by AirLA in January 1995 retaining the Capitol Air name with flights operated by AirLA.

Air LA had also purchased Conquest Airlines of Texas in 1995.

Subsequently, the Capitol Air brand was discontinued and flights operated under as Conquest Airlines for a few months in 1995 before the Minnesota operation was closed. down.
